- Ministers preside of the drafting of legislation and are responsible for managing proposed legislation through Parliament.
- g. Health Sec Matt Hancock drafted the Coronavirus Act (2020) to grant gov emergency powers to handle COVID-19.
- Ministers are assisted by large numbers of neutral civil servants and private advisers.
- COMMITTEES
- Ministerial standing comms (perm for PM’s term), ministerial sub-comms (report to a standing comm), Ad hoc comms (temp to deal with specific issue) and implementation taskforces – May set up the Housing IT about the housing supply).
- PM is responsible for the creation, membership and chairmanship of comms.
- They were given greater priority following criticism of Blair’s preference for informal meetings.
- May streamlined the structure in 2016, having just 5 comms w 10 subs.
- Policy decisions are also reached in bilateral meeting between the PM and dept. heads – Blair did this a lot – and so did Cameron-Clegg which was crucial in coalition.
